Fred Parker is Founder, President and Managing Principal of FPCM, bringing more than 30 years of executive leadership and hands-on experience in program, project, and construction management. Throughout his career, Fred has led complex capital programs and projects across the education, federal, civic, commercial, healthcare, and international markets.

Before founding FPCM, Fred held senior executive and operational leadership positions with some of the industry's leading construction and program management firms. His experience spans every level of project delivery, from planning and design management through procurement, construction, closeout, and program oversight. He has led multi-billion-dollar programs, managed large multidisciplinary teams, held P&L responsibility, developed and grown business units, and served directly alongside owners as a trusted advisor.

Fred's public-sector experience is particularly extensive. He has led K-12 and community college bond programs, served as an interim facilities director for a California community college district, and managed major capital projects for educational institutions throughout California. His federal experience includes work for the Department of Defense, Department of State, NASA, and other federal agencies, including projects and programs requiring Top Secret security clearance.

Fred founded FPCM around a straightforward philosophy: clients deserve expertise without unnecessary layers, excessive overhead, or bureaucracy. He believes the people making commitments to a client should remain actively involved in delivering them. That philosophy drives FPCM's hands-on approach to leadership, accountability, problem-solving, and client service.
